Scaleway and QbitSoft Launch Europe's First Cloud-Native Quantum Adoption Program

A structured, business-first path to quantum advantage, built on a sovereign European platform and production-ready quantum applications.

Paris, France - May 22, 2026 | Scaleway, Europe's leading public cloud provider, and QbitSoft, a French deeptech company specializing in business-oriented quantum applications, today announced the launch of the Quantum Adoption Program, a joint initiative designed to help enterprises identify, prototype, and scale quantum use cases without requiring prior expertise in this field.

Bringing together a sovereign cloud platform, application expertise, and direct access to multiple quantum technologies, the initiative introduces a new model for quantum adoption in Europe: cloud-native, pragmatic, and focused on real business outcomes.

Until now, structured quantum adoption programs were primarily offered directly by hardware manufacturers through dedicated adoption hubs. With the Quantum Adoption Program, Scaleway and QbitSoft aim to provide European organizations with a pragmatic and sovereign alternative.

“Customer adoption is key to Europe’s strategic autonomy in quantum computing. I am very proud of this program, which reflects Scaleway’s commitment to strengthening the entire European quantum value chain,” said Damien Lucas, CEO of Scaleway. “This announcement is part of the three pillars of our quantum strategy: strengthening quantum computing power through our QaaS offering, deepening R&D collaborations, and accelerating adoption.”

A guided path from Exploration to Impact

The Quantum Adoption Program provides organizations with a structured three-step journey designed to transform quantum exploration into measurable business value:

  1. Identify high-impact opportunities
Determine where quantum approaches may provide an advantage over classical methods, particularly in workflow optimization (clustering, workforce planning, energy or vehicle routing, slotting…).

  2. Build and benchmark applications
Develop hybrid quantum-classical applications alongside expert partners such as QbitSoft, executed on real QPUs and benchmarked against classical approaches.

  3. Validate business impact and scale
Measure potential gains, evaluate feasibility, and prepare production deployment on Scaleway's cloud platform.

The program is designed for organizations with little or no prior quantum expertise, helping them explore practical quantum advantage without building internal quantum teams from day one.

Quantum beyond the lab: from experimentation to enterprise use cases

The initiative brings together the key layers enterprises need to move from experimentation to practical use cases: QbitSoft’s application expertise, Scaleway’s sovereign cloud platform, and access to multiple quantum hardware technologies.

As a founding application partner, QbitSoft plays a central role in translating business challenges into ready-to-use quantum and hybrid algorithms. Its expertise helps organizations identify relevant use cases, build applications adapted to real operational constraints, and benchmark their potential impact in areas such as logistics, finance, energy, manufacturing, and industrial optimization.

These applications are deployed on Scaleway’s sovereign cloud platform and powered by its Quantum as a Service offering, which gives organizations access to several quantum technologies through a single cloud environment. This approach allows enterprises to test, compare, and benchmark different quantum paradigms without having to manage the complexity of each hardware stack individually.

At the hardware level, organizations gain access to a growing ecosystem of leading European quantum technology providers, including Quandela and Pasqal in France, IQM in Finland, and Alpine Quantum Technologies in Austria. Together, these technologies cover multiple quantum paradigms, including photonics, neutral atoms, superconducting qubits, and trapped ions.

These layers create a unified European environment designed to help enterprises move quantum use cases toward production with enterprise-grade security, transparency, and compliance.

“Most organizations understand that quantum computing may become strategically important, but very few know where to start,” said Lionel Rigaud, CEO of QbitSoft. “At QbitSoft, we combine deep quantum know-how with ready-to-use quantum and hybrid algorithms to help companies move from business challenges to practical quantum use cases, and objectively evaluate where quantum can create measurable business value.”

“Quantum adoption will not happen through hardware alone. It requires infrastructure, software, expertise and operational integration,” says Valentin Macheret, Engineering Manager & Quantum Lead at Scaleway. “Scaleway's role is to connect these layers into a single European platform that enterprises can actually use.”

A first use case in workforce optimization

Among the first organizations exploring the program is ResourceLab, a French HR technology company specializing in workforce modeling and analytics to enhance professional mobility and operational resource allocation.

By leveraging HR and operational data beyond what AI and conventional rostering techniques can do, ResourceLab is exploring how emerging quantum approaches will take HR optimization and forecasting to the next level.

The Quantum Adoption Program provides ResourceLab with a framework to evaluate the long-term potential of quantum computing while maintaining a strong technological leadership.

“For companies working on complex operational planning problems, quantum computing represents a strategic area to explore early,” said Yves Loiseau, CEO of ResourceLab. “The Quantum Adoption Program gives us access to the expertise, infrastructure, and ecosystem required to evaluate these technologies pragmatically and understand where they may create future competitive advantages.”
