Scaleway accelerates its European expansion with three major milestones

Berlin, November 18, 2025 – On the occasion of the French-German Forum on Digital Sovereignty, Scaleway, Europe’s leading public cloud provider, unveils three new milestones in its European expansion: the opening of a new cloud region in Germany, a public tender award with the City of Copenhagen, and Scaleway’s contribution to the digital euro projects, as selected by the European Central Bank (ECB).

These developments illustrate Scaleway’s continued expansion across Europe and its growing role in supporting public administrations and institutions seeking sovereign, sustainable and European-operated cloud infrastructure.

A new Availability Zone announced in Germany

Scaleway announces the opening of a new Availability Zone in Germany, adding a key strategic location to its continental roadmap. Following recent announcements in Italy and Sweden, this new AZ expands the options available to organisations seeking cloud environments built and operated in alignment with European values for security, data protection and responsible governance.

For Scaleway, sovereignty relies on two fundamental principles: immunity to extraterritorial legislation and independence in the underlying technology stack. The launch of a German AZ contributes to this approach by making sovereign cloud capabilities accessible to an even broader set of European organisations.

The city of Copenhagen selects Scaleway following a European public tender

The City of Copenhagen has chosen Scaleway to support the evolution of its digital infrastructure.

The selection was made through a European public tender, in which the evaluation covered service reliability, technical maturity for development and data workloads, pricing transparency, and the requirement to work with a fully European cloud provider operating under stable and consistent governance.

The project will contribute to modernising and streamlining part of the digital infrastructure used by the administration, providing teams with a secure, predictable cloud environment aligned with their operational and technical objectives.

Scaleway to provide cloud infrastructure for the ECB’s digital euro project

Scaleway will contribute to the European Central Bank’s digital euro project as part of a consortium led by Senacor. Following the ECB’s tender procedure for the Secure Exchange of Payment Information (SEPI) component, which represents a core building block of the digital euro architecture, Senacor was selected as a framework contractor responsible for its development. Within this framework, Scaleway has been designated as one of Senacor’s cloud infrastructure subproviders.

The SEPI component will enable the secure exchange of payment information between the various players involved in the future digital euro system. Scaleway will provide cloud infrastructure operated entirely within the European Union, supporting the consortium’s technical work in accordance with the ECB’s requirements.

Strengthening Europe’s cloud landscape

Together, these announcements reflect a coherent expansion strategy designed to meet Europe’s growing demand for secure, high-performance cloud services operated under European governance. By investing in new regions, supporting public sector organizations, and contributing to major digital initiatives, Scaleway is helping build the cloud infrastructure required for the next generation of digital services in Europe.

This momentum is powered by the iliad Group’s significant investments in infrastructure, research, and artificial intelligence applications. Yesterday, the Group announced the opening of exclusive negotiations between EDF and OpCore, the joint venture between the iliad Group and funds managed by InfraVia Capital Partners, with the aim of developing a multi-hundred-megawatt data center on the site of the former Montereau Vallée de la Seine thermal power plant in the Seine et Marne region. This site would be ideally suited to host Europe’s first sovereign AI gigafactory.

Scaleway is also leading the AION initiative, a consortium bringing together public, private, and academic partners to respond to a major European AI infrastructure proposal submitted to the European Commission.
