Scaleway selected by the European Commission to deliver a sovereign public cloud & AI platform to EU institutions

Paris, Brussels [April 17th] - Scaleway has been selected as one of four cloud providers under the European Commission’s Cloud III Dynamic Purchasing System, a €180 million procurement programme enabling EU institutions, bodies and agencies to access sovereign cloud services over a period of up to six years.

This selection follows an evaluation conducted by the European Commission under its Cloud Sovereignty Framework, which assesses providers against a set of structured criteria across eight key objectives spanning legal, operational and technological dimensions.

As a result, Scaleway’s selection reflects both the strength of its sovereignty model and its ability to deliver high-performance cloud and AI services at scale.
In practice, Scaleway is now part of a limited group of four cloud providers eligible to support EU institutions in future projects. Under the framework, participating organisations will run targeted mini-competitions between selected providers to procure cloud services tailored to their specific requirements, including sensitive and critical workloads.

A European framework for critical and sovereign requirements

Led by the Directorate-General for Digital Services, Cloud III DPS was launched in 2025 as the European Commission’s main framework for procuring cloud services. It builds on previous initiatives while introducing a more structured and measurable approach to sovereignty in public cloud procurement. In practice, this means EU institutions can select from a pre-approved group of sovereign providers, ensuring consistent standards while avoiding reliance on a single vendor.
Designed to strengthen Europe’s digital resilience, the framework follows a multi-cloud approach, with a limited number of sovereign cloud providers operating in parallel. It supports the deployment of cloud environments for critical infrastructure, including sensitive systems, and provides fallback capabilities for existing cloud or on premise infrastructure in case of disruption, ensuring continuity for essential public services.

This is further reinforced by the introduction of the Cloud Sovereignty Framework. In a market where the term sovereignty is subject to many interpretations, this framework provides a common reference point, enabling EU institutions to evaluate providers against a consistent standard and contributing to greater transparency across the European cloud ecosystem.

Together, these elements reflect a stronger shift among European institutions in the way public cloud platforms are evaluated and deployed. As data and artificial intelligence become central to public services and critical systems, greater importance is being placed on autonomy, control and trust, including where data is governed and how technology is operated.
