Scaleway selected to support France's Health Data Hub in its transition to a sovereign cloud

Paris, April 23, 2026 - Following a particularly rigorous selection process, Scaleway has been designated as the future host of France’s Health Data Hub (HDB).

Today, the Health Data Hub and Scaleway are therefore entering into a partnership to provide stakeholders in health research and innovation with a secure environment capable of hosting health databases, including a copy of the main database of the National Health Data System (SNDS). This platform will significantly streamline access to this data and accelerate the secondary use of health data in France and across Europe.

A particularly rigorous selection process, ensuring the highest standards of performance and strategic autonomy

The selection process was based on a particularly rigorous procedure, structured around more than 350 technical criteria covering key issues such as safety, resilience, performance, and the ability to operate at scale.

Scaleway has demonstrated its ability to meet these requirements by offering an infrastructure operated in Europe, capable of handling critical workloads and high volumes. As a holder of the HDS certification (a mandatory French certification for hosting health data), Scaleway has also demonstrated the credibility of its roadmap toward SecNumCloud qualification, which is essential for hosting sensitive HDH data.

In addition to compliance considerations, the assessment also focused on the technological expertise and autonomy of the proposed solutions, in order to ensure service continuity and avoid dependence on third-party providers or technologies.
This ability to combine performance, independence, and end-to-end control was a key factor in the final decision.

A data platform designed to make data truly actionable

Beyond infrastructure, the key challenge lies in the ability to make massive amounts of complex and disparate data truly actionable for the purposes of research and innovation.

Data is now a key focus of Scaleway’s development, being closely linked to its investments in artificial intelligence. The acquisition of Saagie, a French DataOps platform, is part of this strategy and strengthens the company’s data orchestration and quality assurance capabilities.

Scaleway’s platform is already used by major organisations such as the Home Office for emergency call services (the ANSC, 112) and Delubac Bank – sectors that are inherently critical, involving sensitive data and stringent requirements in terms of security and the management of activity surges.

For the Health Data Hub, the challenge goes beyond hosting: the goal is to drive practical adoption by making it easier to access and utilize data within a strictly secure framework for advanced use cases, particularly in the field of artificial intelligence.

This selection comes just a few days after Scaleway was selected as one of a handful of cloud providers as part of the European Commission’s €180 million ‘sovereign cloud’ tender, confirming its ability to meet high standards in terms of compliance, technological autonomy and innovation.

At the same time, Scaleway is strengthening its presence in the healthcare sector through its partnership with Paris Santé Campus and its involvement in the Alliance Santé IA programme, jointly led by Montpellier University Hospital and Adlin Science, which aims to leverage hospital data to create one of the first fully AI-powered hospital environments.
