Scaleway offers French government IT agents nearly €3 million in cloud credits to drive the government’s new “Cloud at the center” strategy

Scaleway’s reliable sovereign public cloud supports the modernization and digital transformation of the French public sector

Paris, May XX, 2021 – Scaleway, fast-growing pioneering cloud infrastructure provider, puts forward a recognized solution to meet the digital infrastructure needs of public sector organizations in France. Its highly energy-efficient, trusted, sovereign public cloud solution supports the government’s cloud strategy and cloud services doctrine by enabling all public entities to access cloud service catalogs for easy implementation.

Scaleway is now making nearly €3 million in cloud credits available to the French government’s 18,000 IT staff until the end of 2022, enabling them to learn about the cloud via state-of-the-art products. This is a concrete way to support the government’s transition to the public cloud, and accelerate a digital transformation which is based on trust.

The cloud, at the center of the modernization and digital transformation of the public sector

Under the leadership of Amélie de Montchalin, Minister of Public Sector Transformation and the Civil Service, and Cédric O, Secretary of State for the Digital Transition and Electronic Communication, the French government has just published its new “Cloud at the center” doctrine for the next two years. The first objective of this doctrine is to develop the use of the cloud within IT teams and user departments, by taking advantage of current commercially available offers. The second objective is to concentrate attention and efforts on supporting professions and digital product development teams within the public sector, with a view to adapting processes and skills to the potential of the cloud, as well as to areas of concern specific to these offerings.

“The French public sector is facing unique challenges in terms of transformation and innovation while also having specific regulatory and budgetary constraints. We are proud to be able to participate in the “Cloud at the center” strategy by offering nearly 3 million euros in cloud credits for training over the next 18 months. This will help the French government to encourage the adoption of cloud products within the public administration. Scaleway is proving to be an ideal partner for institutions looking to modernize, while enjoying the benefits of the cloud, including flexibility, availability and redundancy. This will allow decision-makers to increase their capacity for innovation while controlling expenses and energy consumption. The release of this doctrine is a great step forward in the digital transformation of the French State,” says Yann Lechelle, CEO of Scaleway.

A public cloud ecosystem adapted to the needs of public institutions and citizens

According to Yann Lechelle, “we are talking about data belonging to the French people and to our companies, so it was essential that the notion of trust be at the heart of this new doctrine. However, trust is not something that can be decreed. Scaleway, with its two decades of experience, is one of the few cloud players currently able to respond to these legitimate government requirements, by offering a catalog of state-of-the-art products. Because we have a maximum of guarantees, we ensure that our customers benefit from fully secure environments, like our DC4 (fr-par-3) data center, located in a nuclear fallout shelter under Paris near the Ministry of Defense.”

Cloud services compatible with market standards: Scaleway is the only French cloud services provider to offer a complete and multi-cloud by design public cloud, integrating virtual instances, load balancers, managed databases, storage solutions and innovative products such as Kubernetes Kapsule.

Ultra secure sovereign hosting: data and infrastructure security and sovereignty are key concerns for citizens, especially within the context of the mass domination of digital stakeholders from the US and China. This is why Scaleway designs, manages and operates its own data centers which meet European regulatory standards and certifications. Scaleway is committed to a demanding certification process which corresponds to the highest market standards. Many of its products are already ISO 27001 and HDS certified, and our approach is leading us in the direction of ENISA certifications, a European certification that will ultimately replace the French SecNumCloud. Our data centers are designed to withstand fire risks and have obtained the most stringent APSAD certifications.

Cloud products with extremely high energy performance: Scaleway is committed to reducing energy use and creating highly efficient infrastructures. DC5, its latest Paris-based data center attests to these commitments, with an energy footprint 30-40% lower than that of a traditional data center thanks to the fact that there is no air conditioning.

Expertise recognized by the public sector: Scaleway has been providing digital infrastructure, dedicated servers and cloud services to well-known companies for over 20 years. More recently, when faced with lockdown and the sanitary crisis, Scaleway’s teams implemented a complete video conferencing solution named Ensemble based on Jitsi and BigBlueButton open source software. These platforms not only enabled tens of thousands of individuals to meet virtually to work together, collaborate and communicate, but also meet academic requirements. Université of Paris 8 and the Sorbonne chose to use Scaleway infrastructure for distance learning and to host large numbers of attendees simultaneously in multiple rooms. Scaleway is also one of the few French operators to be referenced in the C3 project which provides local authorities with a complete cloud service. This facilitates public procurement by seamlessly integrating with Chorus.
